The Red Zone was where ECan (Canterbury Regional Council) had over-allocated water permits leading to aquifers being depleted faster than the recharge. ECan published 10-column advertisements in The Press pleading with farmers to moderate their water take. The farmers' response was to take the council to court demanding it honour the permits.
